Civil engineering contractors today said that the UK Government’s independent review of public sector construction frameworks, which is being led by Professor David Mosey of King’s College London, represents a “real opportunity” for meaningful change.
The Civil Engineering Contractors Association (CECA) has submitted evidence to Professor Mosey’s review, setting out its recommendations on how the current system of public sector procurement must be improved.
This comes just days after CECA submitted a detailed response to the Government’s Procurement Green Paper consultation.
Commenting, CECA Director of External Affairs Marie-Claude Hemming said: “The UK’s public sector procurement system is crying out for meaningful reforms, and we have been delighted to have been given the opportunity of raising our members’ concerns over procurement, and in particular construction frameworks.
“It is more than ten years since the UK Government received cross-industry proposals to establish a ‘clearing house’ in order to eliminate overlapping or unfair frameworks, and yet we have not seen the substantive reform required to deliver optimal outcomes for customer and contractor alike.
“Building on last year’s publication of the Construction Playbook, alongside the Government’s procurement Green Paper, Professor Mosey’s review is a once-in-a-generation opportunity to transform project procurement and delivery, to the ultimate benefit of the UK taxpayer.
“We look forward to the publication of Professor Mosey’s final report, and hope the UK Government will move at speed to implement the recommendations it contains, so that industry can play its part in driving growth and securing the recovery from economic damage wrought by COVID-19.”
